Sure it does. The second option in setting up a rule is "What
conditions do you weant to check?" Scroll down to "with certain words
in the recipient's address". Click that, then modify the underlined
word in the Rule description box. In this case, the word you want is
TECHWR-L.

I'm using Outlook again for mail, and one of the things I like about
it is the ability to filter on the To: line as well as subject line,
unlike, say Hotmail.
