Taken from that perspective, you do have a point. The employee, and
even the company itself, are end users.

But I think in the context where the end user of the product (in in
the case of my project, service) the company produces never see the
documentation, there is no documentation for the end user.

The documentation is there to support the ability of the company to
provide a service to the customer--the ultimate end user.
