Another perplexing MS Word 2000 numbered list problem

Bonus level of gratitude to anyone still working at this hour on a summer
Friday afternoon who can throw a quick lifeline my way.

Problem: I created new numbered styles but when I want to select the RESTART
NUMBERING option on a numbered paragraph, the option buttons are sometimes
disabled (grayed out). I can't figure out why, nor exactly when, i.e., what
conditions set the RESTART..CONTINUE numbering options to disabled. I am not
selecting a string of text--just placing my cursor in the paragraph.
