How creative do you want to get?
On a scale of "Very" to "Not Much At All"
Create a "One Page PDF". On that One Page PDF, place a Really Cool
Graphic (RCG) and have hot spots on the RCG connect to a selection of
PDFs, one per chapter. You could make this RCG as a Logo with tabs
down the side, a graphic such as a spiral with circles along the
spiral, almost anything you want.
The Other End of the spectrum...create a PDF with content that looks
like a TOC, then link from the TOC to separate PDFs, one per chapter.
