Yes, there was a cartoon last Sunday about how easy it was for a person to get a driver's license - including those who were not capable.

I've driven in the Bay Area. You have a type of driver there I call Kamikaze. These drivers come up a ramp and onto the freeway at full speed and promptly drive over to the fast lane, trusting that everyone else on the road will make room for them. These special people are often driving little red sports cars.

Have they added cell phones to this yet?
