It's the same way in Texas. Several months ago, the state legislature
blamed it on the outgoing governor making a mess of the budget.
Of course, the job market in Austin is tight all around. The dot.bomb
implosion hit this town like the Enola Gay.

Jobs of any kind at the state level in NC are hard to come these days -- big
time budget crunch. And unfortunately there is a trickle-down effect at the
county level. If you're already in, the job is pretty secure, but there are
all kinds of hiring freezes.
