Definitely not. Both are extras by definition. Profit sharing, bonuses and salary might be combined when speaking of a compensation package, but that's different.

It's common in my experience for an employment contract to assume a certain number of hours per week. In some jurisdictions, too, that number of hours is defined by law. But, in my experience, it's 40, not 45 hours (obviously, the definition is widely ignored).
You might want to check if there is any legal definition in your area; your employer might be trying to delay when over-time kicks in.
