You haven't made it clear what styles are assigned to TOC 1
TOC 2 in the active template, and what styles are actually
appearing in the generated TOC.

The styles of Heading 1 and Heading 2 are irrelevant.

Remember to CTRL+Q the TOC to remove any paragraph
formatting that may be overriding the TOC styles. Also,
CTRL+spacebar will remove manual character formatting.
