there are tools to aid/support FAQ creation &/or maintenance;
search on "faq generator" to find such gems as

1.
MTVWebdesign - Products - FAQ Generator :

2.
FAQmanager
Version: 2.2.4 - Released: 01/18/00 - Free - Platform(s): Unix
A simple set of scripts to help create and maintain a web page FAQ list.
You write the questions and answers and it deals with the menu options and
formatting of pages.

3.
If you provide a form for your visitors to submit questions, why not take
those most frequently asked questions (FAQs) and drop them - and their
answers - into a searchable database?

SiteFAQs makes that possible. You'll receive an email when a user pops the
question to which you respond. Then, if the question is worthy to be entered
into the FAQ database, log into your WebAdmin, provide an answer and turn it
on. SiteFAQs will add it to the list and retrieve it when your site visitors
come looking for the answer.

* Creates searchable FAQ section for your Web site
* Assigns keywords and categories to questions so answers can be
located easily
* Submissions wait for approval before appearing on site
* Web-based control panel
