Hi Laurel,

My apologies if I'm late - I'm on digest. Have you checked the settings on the Layout tab of the Page Setup dialog box (File --> Page Setup)? On this tab, you can specify how new sections should start (New Page, Continuous, Even/Odd Page, etc). I've found that even if I set the section break how I want it with the Insert --> Break command, Word will set the section break up according to the settings in the Page Setup dialog. If the two don't match - therein your problem lies.

Try setting this dialog up how you want it - it may fix your problems (I know it has for me!). You may also need to make sure these settings are set in each subdocument of the master - I can't say for certain because I don't make use of that feature.
