I just found out yesterday (after I sent my message to this
list) that this is the reason for the time lag between the
announcement of the layoff at my company and the notification
to the people being laid off. All of the business units are
busy examining projects, making their lists of people, and
then sending them up to corporate HR to be reviewed so
they can make sure there is no pattern of discrimination.
