When the Military accepts one of our products, the process is to check its
use, maintenance, etc. via a session in which a Military representative
reads the manual and others perform the procedures. Our manual writer (and
our developers/engineers) is present and often is asked--in front of
customers--to make changes to the manual. Sometimes that can mean coming up
with a new paragraph on the spot.

This is what the phrase in question reminds me of. The bottom line is the
customers determine what the manual says.
