Imitation is the sincerest form of flattery. Send a copy of your observation to the two webmasters and let the two companies duke it out for themselves.

I've run into this situation from both sides.

On the one hand, wannabe competitors regularly lift large chunks from our Web site, changing enough to steer clear of copyright infringement, but skating awfully close to the edge. (Once in a while they skate over the edge and our attorney writes to them.)

On the other hand, I've had marketing types come to me and say, "I found this neat page on whatever.com. Can we do the same thing on our site?" Sometimes the "neat page" uses a shareware java applet and there is no reason not to use it. Other times, I look at the page code to figure out the basic techniques involved and then use the same techniques to create a page for our site. (I try to steer well clear of plagiarism, but learning a programming technique by following a published example is standard practice.)
