In my experience, the best resources are the resources you have in the
states. Keep in touch with contracting houses and people who are
willing to advocate your contribution from a remote location.
Telecommuting gets you working abroad without the issues of work-visas,
etc. While managers seem to balk a little at the idea, it is possible
to get past their resistance. Having a specialty, or a track record
that puts you ahead of the general throng certainly helps.
And of course a good ISP.
Good luck! As more writers telecommute, more managers will be open to
the idea.
