Seriously, in a large organisation with multiple technical writers working
on linked projects several hundred miles apart, a doc plan is a reasonable
enough requirement. It never took up 25% of my time to produce one - more
like 1%. There's a template (this probably took as much as one work-week to
produce) and once the template was agreed to, creating an acceptable doc
plan was simple - and was a job requirement. IMO, getting fired for not
doing a doc plan would be like getting fired because you won't use the
company standard font.

In a small organisation like the one I now work for, where I'm the sole
technical writer, having a formal doc plan would be a waste of time. I do
outlines and I make "To Do" lists.
