That's probably the case here. procmail is used mainly by those who use a text-based e-mail reader; for most people, the filtering system in their graphical browsers is enough for sorting their mail. Those who use a text e-mail reader are likely to be fairly hardcore geeks, and therefore not likely to miss clear instructions or full explanations. In fact, they probably want just enough so that they can start playing around for themselves.
