I think it's a bit like "web designer", or for that matter "technical writer".

When high school dropouts with two weeks of Front Page experience run around
calling themselves "web designers", it becomes hard to believe the term means
anything, let alone that hiring a "web designer" could ever be a sensible
move.

Similarly, when various bozos with only a superficial knowledge of this
year's fashionable methodology call themselves "project management
consultants", ...

However, genuinely competent web designers are extremely valuable. Really
expert project managers, even more so.
