In our world of distributed training and testing systems, the user manual is
directed to those users who interact only with the GUI for that system. The
operator manual is for the individual who needs to know more about the
configuration of various devices and processors that comprise the system--in
other words, it is more (but not exclusively) hardware-oriented.

In addition, we produce an administrator's manual which provides information
unique to that system which an administrator needs to know when initially
setting it up.
