Planning & time mgmnt for a techwriter

I'm trying to work out how much time I can allocate to my various techwriting projects in 2002.

So I'm working on a formula as follows:
The number of working days left in the year
minus my holidays
minus 20 per cent for bugfixing, er, Software Modification Requests
minus 5 per cent for training & dev (reading books, courses, etc., messing about with new technologies, newgroups...)
minus 5 per cent for admin
minus some kind of contingency, the unexpected, sick days?
divide up the rest among the projects.

You get the idea. My question is, are there any "standard" amounts of time to be spent on say, admin. How much time is reasonable to be put towards training?

Are there any doc-dept-management type people out there who've applied figures and tested them over the years? What do the personnel textbooks say?
