So Andrew never has any idea of what his clients are saying??? Do you
SERIOUSLY suggest we cannot assess the inputs to our dept? What the hell are
we doing in the position then.

You are getting very silly. Quite simply, this one line deals iwth your
postulation:

Assess the inputs for relevant infrormation to the task at hand, if not
enough, request more, specifing desired content.
