Whilst the contractors have strong grounds to feel discriminated against -Like the question of whether or not to hire a person who's done a lot of contracting, this question has only one sensible answer: it depends. Just as interviewers might want to question contracting and gaps in employment, they should question how someone with fifteen years' experience has been spending that time. A contractor's history might show unreliability, or personal success; a full-timer's history might show stodginess or accomplishment.
it is a double edged sword. Would a contractor hire for a short term
contract somewhere who had been working in the same position for 15 years in
a government department/service or a large company??
The point is not contracting vs. full-time employment. It's choosing hiring criteria wisely, rather than through prejudice.
