Not necessarily. As a contractor, I've hired sub-contractors. In fact, to give an idea of how quickly contractors can gain experience, I first hired a sub-contractor after I had been working as a technical writer for about twenty months.


In addition, in almost every position, I have had to create and keep the time table, write the contract, set the deliverables, and oversee the review process. In many cases, I've set up documentation from scratch, designed templates and even created style guides.

I can name at least a dozen contractors with a similar background. So, once again, generalizations about contractors don't necessarily hold.
