I don't know that I would say it's IT specific advice; I would put it in a
category of general good advice when interviewing.
As to why, I think the answer is relatively simple. Never try to say negative
things about a previous employer/client. It's difficult to come across as a
positive person while you are saying negative things about a previous employer
or client.
Generally, when interviewers ask questions to elicit negative comments, they're
really not so much interested in what you have to say about someone else as
they are in what your comments reveal about yourself: your true personality,
your true attitudes about management and managers. From that information, a
good interviewer can learn things about you that might not reflect positively
on you as a potential coworker or manager or employee.
Remember that in an interview you are trying to put your best foot forward.
Avoid doing or saying anything that can reflect negatively on you.
