A White Paper is a reference doc but never a manual. As a public doc, it is a reference. The White Papers I have written and read are public or semi-private documents on updates of where the company is at currently. They vary widely in content, dependent upon the audiences, purposes, and objectives. White Papers are a lot of work, as such, there is always a specific purpose (eg updating a funding source or shareholders). Because they are public documents, the audience part is sometimes a delicate matter (what is stated to funding sources may vary from shareholders). As with everything in business, the objectives may be both stated and hidden.
