What do you guys think? Does the chapter number serve a useful purpose?

Yes. As soon as you mention book, you go with the flow--follow the analogy, preserve the metaphor, etc.
Chapter numbers are part of the hierarchy of publication organization. There is a sequence and a hierarchy inherent in any publication and to refute that is to bring attention to the publication itself. You chance confusing the reader.
If a number of chapters are of equal value and can be read in any order, fine. Accept that the order they are in is okay too. A word or two to that effect is best placed in the foreword or the introduction and then it's covered. If that is unsettling, then perhaps there _is_ an order albeit slight, subtle and/or elusive - your guts will tell you which.
Still unhappy?
Consider separate volumes for each of the existing 'chapters' each having equal weight. Separate pamphlets can be mixed and/or matched, updated piecemeal and withdrawn or supplemented as necessary. These can be cost effective if formatted for standard publication sizes and printing processes.
