One of the Guardian's regular columnists, Duncan Campbell, is currently in
the US and wrote a column (last year) on the effects of blackouts in San
Francisco:

(There's another column on the rest of the union's relationship with
California, dated this time last year:

The writers all stand around a cauldron chanting and occasionally tossing in
a small rodent. Unless stated otherwise, these opinions are mine, and mine
alone. Apologies for the long additional sig: it is added automatically and
outwith my control.
