Whoop-te-doodle frills are fine so long as they degrade
gracefully for browser settings where they are turned
off or are incompatible: it's not good to have that kind
of chrome be the site's sole method of navigation. Also,
I've seen some sites that use Flash or Shockwave as a
sort of gilded quantum-singularity-powered crutch that
compensates for a lack of real design ability. You might
want to check out the W3C Web Content Accessibility
Guidelines, too:
