This is marketing and HR jargon, but it *does* have a meaning. It's
shorthand for "make more efficient use of what you have."
This phrase is very relevant to consultants. The idea is that by
outsourcing a job to a consultant--presumably a specialist--an employer can
reallocate the staff hours to tasks that can be handled more appropriately
(or cost-effectively) by the company's employees, thereby "leveraging the
company's resources."
The phrase sounds odd, I'll admit, but it is tighter than the alternatives.
