Mark Levinson's points, while well articulated, confuse the meaning of
"creative writing" with the difference between technical and
non-technical prose. All writing, regardless of genre, involves
invention. And the process of invention is inherently creative; the
result of that process is defined by the goal. This goal, is in turn,
defined by the audience. The novelist and the technical writer both rely
on the same rhetorical processes, and both require a degree of
creativity to succeed in their jobs.
