Microsoft used to title procedural topics "To change ..." or "To rename...".
Lately, they've dropped the "To".
That earlier form and the current form without the "to" helps users quickly
distinguish procedures from concept topics. If you want to follow Microsoft
style, I'd recommend their style manual, Microsoft Manual of Style for
Technical Publications, Second Edition. They are working on a third as we
speak.
