The amount of compression depends on the content of the image as well as the settings you choose. So an image that is "best" treated as a GIF will be smaller as a GIF than as a JPEG. And an image that is "best" treated as a JPEG will be smaller as a JPEG than as a GIF.
In other words, learn when to use each type of compression by reading the guidelines and looking at the results. An algorithm can achieve maximal compression (by running an image through several different compressions and choosing the smallest file), but an algorithm cannot tell you whether the results are visually acceptable.
