This won't always work, but you can look at the source of the topic files.
Most tools insert some kind of meta tag or other code that indicates they
were used to generate the code/help.

Other than that, I don't think the project file (*.hhp) necessarily contains
anything about the tool used to build the project. I could be wrong though.
