If a writer is spending a lot of time each day on formatting issues, what tool are you using? Don't you use a template?

You should be using a template. That in by itself should remove the formatting issue. If you mean that the text that is developed must be formatted, the same is true if you write and tag it with XML.

XML will not necessarily add to the ease of use, since the technology for rendering XML is not yet developed. If you must use XML look into Adobe FrameMaker 7 (http://www.adobe.com/products/framemaker/indepth.html).

About 15 to 20 years ago, format was separated from writing. It wasn't very efficient.
