I agree. Sometimes I've encountered resistance to documents being written
in Frame. The biggest concern was making it easier for the engineers to
review the documents electronically.

I love Frame, and it is possible to mark up a PDF, but I have to admit Word
has a better interface for reviewing documents and adding comments.
