Depends on the situation. Other posts have mentioned instances where they
might be useful, but I try to avoid them whenever possible. No sir, I
don't like 'em.

Particularly if your users are going to access the documents in their
electronic form, or as PDFs, that kind of numbering makes things worse,
not better.

If it's crucial to you that your user know what chapter or section they're
accessing, no matter what page they're on, try using auto-updating headers
that show that information. In most publishing software, headers (or
footers) can be configured to read headings, numbers, etc. on a given
page. They then display that information for each page, much like the
headers of dictionaries that let you know which letter ranges are covered
on a page.

For example, The header could say "4.2: Implementation" and the footer
could contain just the actual page number, say "145." That way you have
simple, non-ambiguous page numbering, while maintaining the reader's sense
of which section or module they're reading.
