I had a similar problem yesterday and I can relate to the frustration!! The
online help on this is not at all helpful. The shortcut doesn't work.

Here's what I did:
Open another editable Frame document and select Hypertext from the Special
menu. Make sure the Hypertext dialog box is open. Now open your locked
document. Click the Make Editable button on the Hypertext dialog box.
The view-only document is back to the writable mode.

Hope it works for you.(btw, this is FrameMaker 6.0)
