I think you can relax a little bit. It sounds like your employers are not
interested in schedules and milestones as much as they are in seeing where you
are at any given moment. (What was it? Every two weeks? Sounds pretty good to
me.) They don't "see" milestones as well as they can "see" what has been
accomplished.
I'm not sure from your description, but it seems that they may not be so
interested in the 'polish' part of your interim drafts as they are in the
content: how much, how accurate, how complete, etc.
I've worked in situations where they wanted whatever I had on "Friday." So on
"Friday" I have them what I had and continued on adding content and
information. ("Friday" is my generic day for whenever they wanted it.) I
learned not to worry about mistakes that I knew I would have corrected by final
completion. The boss/customer was more interested in having, and using, what I
had now than in waiting until I had everything perfect.
Sometimes when the boss or customer says it's good enough, that's what they
want: Good Enough.
Consider chilling out and not worrying too much about milestones. They seem
happy enough, from what you say, with what you're doing. Take a lesson from the
other writer and let 'em see what you've got when they're ready to look at it.
Their way may not be best, but it seems to be working for them (or so they think).
