Cannot display russian characters in left pane of chm (bug?)

I need to display russian language characters in .chm file left (contents)
pane in US Windows 98.

I tried the following .hhc file
In russian windows it works properly. Also, under HTML Help workshop
in US Windows all is OK.

However, when I create a chm file and disply it under US windows 98,
garbage characters appear in left pane. Right pane shows russian characters
properly.

It seems that it is not possible to display russian characters in US windows
in contents pane: HMTL help selects automatically current
window codepage font, it ignores font settings for left pane.

Is this HTML Help bug ?
