Recently I've seen development staff (programmers, QA, etc.) treated in exactly this way as well. It's management--they're the real evil doers!

Seriously, I think there are a couple of factors, both tied to the economy (we don't have the excess of success to spread around anymore). (1) As we all know, there are more workerbee writers, developers, etc., on the market, so managers can be less fawning (I imagine there's a bit of getting their own back after years of groveling to developers' every whim). (2) It's very human (read understandable while not particularly admirable) for individuals to try to amass power, especially when they feel threatened. I'm seeing dev managers spending much more time denigrating the contributions of individual staff members and emphasizing the importance of their roles as planners, organizers, and managers, i.e., treating their staff like they're a dime a dozen while the real successes is due to management.
