Check out the general concept known as Wiki at http://c2.com/cgi/wiki. I
have experience with a Wiki Clone known as TWiki (see http://twiki.org/)
and they have a sample Knowledgebase format at
http://twiki.org/cgi-bin/view/Know/WebHome.

The publishing is automatic, the interface is moderately easy to use,
and the back end is Revision Control System (RCS) which provides
versioning.
