Since it's been a week, I see no harm in a follow-up call asking where they are in the decision-making process. It indicates interest and initiative on his part. Even if the answer is, "we hired someone else," at least he'll know and can move on. And who knows what goes on in the minds of employers (I've never figured it out!), the call just may tip the scales in his favor!

Or is it just a good way for him to show his enthusiasm?

This guy interviews well, has great people skills, and is a "fit" for the job requirements. So I'd hate to see this one slip through his fingers. Seems to me we've discussed this before, but I was unable to find this topic covered during my search of the Archives.
