Look for seminars about software or technology, or about local industry conditions. Company open houses or company-sponsored events are good places to go, too.Most of these events are free, and they're the sort of events that CTOs and project leaders might attend. At more business-oriented meetings, you might come across headhunters.
By attending these seminars you can also learn something about what local companies do, and their current projects. This information can tell you whether you should target the companies in your job search, and when they're likely to be hiring.For example, if you know that a company is planning to release a major product six months from now, you might apply there in a month or two. You might even plant in someone's mind that the company needs a writer.
Chambers of commerce can be a place to start, but likely there are more dedicated business and industry associations in your area.
In most areas, events of this sort are often mentioned in the business sections of local papers. Probably, too, there are web sites for local business and tech groups.
Of course, I haven't said much about the contents of these meetings. That can often be interesting in its own right, but, for a job hunter, probably the most important part of these meetings is the coffee and lunch breaks, where you get a chance to mingle.
