Look into using Instant Messaging with this person,
and try to keep the communication written as often as
you can. Also, you may want to bring a tape or digital
recorder with you, so you can slow down the recording
if needed.

The solution is obviously to send this person to some
sort of language school and have him/her work with a
linquist. I hate to say it, but communication is key
in any corporate environment. If the person cannot be
understood, there's a major communication issue. There
should be nothing demeaning about sending this person
to a linguist, as technically it's training to help
this person succeed on the job.
