Sandra,
Two quick qualifiers before I get started.
1. The solution I am suggesting is a third choice-possibly hybird-based on
your original post.
2. I am not a huge fan of Microsoft

I suggest you look at Microsoft's SharePoint Portal Server technology. We
are using it here for many of the same purposes that you are proposing for
your intranet (We are not having to deal with translation, but I don't see
why SharePoint would not manage it very well).

Some points of interest about SharePoint:
*It works through a web site interface, but is designed to access MS
Office documents, PDFs, etc.

*It has built in profiles across all levels that determines what people
see when they are using the site (This could be very handy for the
translation portion).

*It has auto-e-mailers that let signed up people know that a document has
been updated.
