steps = how-tos, but are referred to as steps to give the entire
document a sense of continuity and flow.

Sean, I still can't "see" what you are talking about. I most often see
"step" referring to the smallest element of the "how to", i.e., a
specific action the reader is to take. Is that what a step is in your
documentation? I would informally use the term "how to" to refer to a
collection of steps. At this point, I think many of the email readers
may be as confused as I am as to what you are talking about, and why you
need another term to refer to "steps".
