Sorry, I don't like the new version.

HOW is it based on it?

- The design of the tool is based on the design of the report. It looks the
same but the content is different.
- The content is based on the report. it looks different, but the
information is either the same or derived from the data in the report.
- You use the web page the same way as the report, even though it looks
different and the data is different.
- WHAT report?

Off the top of my head, how about something like this:

"Online is a web-based tool derived from the content of the _____ report"

There are several. "Dependent on" is the one that springs to my mind --
as in "a Web-based tool dependent on...". You may think that sounds a
little too academic. So do I.

Other possibilities: "Founded on"; "built on", "making use of";
"employing". As well as their variants, of course.
