Bruce Byfield pointed out that:

legitimately: buy an old copy from a used software
store, register it, then buy the upgrade.
Depending on the software, you might pay as little as
a third of the full cost."

Unfortunately, many licenses do not transfer to new
owners, or the transfer may be limited in cases where
the original user bought a cheap upgrade. Thus, be
sure you know what rights you buy with used
programs...or you may be stuck with them.

However, there are various dealers who purchase
never-sold but non-current versions of software. These
can be registered and upgraded for the same kinds of
savings.
