http://plone.org/ It's free runs on Windows/Linux and is based on the
free Zope web application framework http://zope.org/ .
Basically it lets you create a documentation web site which can be
administered by the same people who write the doco.
It looks cool. Has anyone used it for a real life doco system ?
I haven't used plone specifically, but I have used a Zoped-based content management system.
The initial design and setup took a while, but, once the system was set up,it worked extremely well. The interface was functional, yet simple enough that even basic computer users could figure it out. As I recall, each page had its own permissions, which limited who could alter it.
My understanding is that one of the purposes of plone is intended to make design and setup easier.But, if plone doesn't suit your needs, you might look at Zope itself,and develop a custom solution.
I should also mention that part of the reason that implementation was time-consuming was that, in the past, Zope was poorly documented. From what I've heard and the little I've seen, that has changed; there's at least one book about it. As a result, a custom Zope solution would probably take less time today than it did three years ago.
