1. The STC (www.stc.org) has devoted whole issues of its
publications to valuing technial writing.

2. A prime consideration, not on your list, is competitive
advantage. For example, we know our documentation could be
much better, but our customers say our documentation is far
ahead of anything provided by our competitors. (On the other
hand, this perceived advantage makes it harder to justify
investing in improvements.)
Note, it this case there is no absolute quality rating. It's
just a comparative rating.
