I think it was an IEEE committee back in the 80s that enticed
reviewers with pizza. The method was unique: in perhaps 5 places
throughout their proposal, they inserted the word "pizza". The
first reviewer to find & report any instance of the word got a
free pizza.

At my current employer, the previous writer (small company, one
writer) was able to get by without reviews because her grasp
of the products was so complete. When it was time to produce the
product, she would magically appear with the documentation, and
it was reliably correct & complete. After I inherited the doc
set, we had to adjust. Engineers had to get used to reviewing
once in a while (spot reviews at the least), and I had to work
harder at understanding the material so that I could get by with
less reviewing. I love it, too. Gone are the days of
administering a 12-person review of a 500-page manual! <knocking
on wood>
